Indigenous Health Equity
Overview
Indigenous communities were experiencing disproportionately high rates of hearing loss, with cascading impacts on educational achievement, employment opportunities and overall wellbeing. The challenge required coordinated intervention across local communities, state systems and national policy frameworks.
Key challenges included:
- Significantly elevated rates of hearing loss in indigenous populations
- Limited community awareness of preventative practices and early intervention strategies
- Inadequate recognition and accommodation of hearing impairment in educational settings
- Fragmented healthcare pathways across local, state and national systems
- Educational underachievement linked to unaddressed hearing difficulties
- Lack of coordinated policy framework spanning community, state and national jurisdictions
- Absence of systemic accountability for indigenous hearing health outcomes
The organisation required a comprehensive, multi-level approach addressing prevention, intervention and systemic change from community practice through to national policy reform.

Approach
Our approach combined community engagement, system integration and policy advocacy across three levels:
All interventions were co-designed with indigenous community members and leaders, with cultural safety principles embedded throughout and indigenous leadership maintained at all levels.
- Community-Level Interventions: Developed culturally appropriate education programs on preventative practices including proper management of upper respiratory infections and early recognition of hearing difficulties. Established community-based screening programs and clear referral pathways through partnerships with local health workers and trusted community leaders.
- State System Integration: Redesigned healthcare pathways connecting primary care, specialist services and community support. Collaborated with state education authorities to implement systematic school-based screening, teacher training programs and educational accommodation protocols. Created shared data systems and coordinated funding models across health and education sectors.
- National Policy Reform: Engaged federal policymakers to elevate indigenous hearing health as a national priority. Developed evidence-based recommendations influencing national healthcare standards and guidelines. Advocated for increased federal resources and established accountability mechanisms for tracking progress against national targets.
