Overview
A large government organisation was establishing a new capability program architecture framework and required development of its first capability program strategy for business enterprise architecture and transformation.
We were engaged to develop a comprehensive strategy that would define how business enterprise architecture and transformation would operate, establish capability target states, and create mechanisms to track realisation. The strategy needed to include a change roadmap to align organisational efforts and uplift efficiency and effectiveness across business processes and operations.

We were engaged to develop a comprehensive strategy that would define how business enterprise architecture and transformation would operate, establish capability target states, and create mechanisms to track realisation. The strategy needed to include a change roadmap to align organisational efforts and uplift efficiency and effectiveness across business processes and operations.

Approach
Our approach included:
- Establishing the nature of business capabilities and how these would be designed and managed, including linkages to in-flight projects, architecture, transformation, processes and people
- Defining lines of effort, governance structures and organisational design to support strategy implementation and establishment of the capability office
- Articulating the realisation pathway for existing major projects (including enterprise systems implementations) while designing a horizon model to guide future investments and describe the enduring vision
- Defining key roles for managing business capabilities as an enduring system and the approach to embedding them across the enterprise
Approach
Our approach included:

Our recommendations on systematic management of business and change design were also endorsed, and we have continued to provide strategy and architecture advisory services to support ongoing implementation.
